摘　　要：陕西省是“三北”防护林体系建设工程重点省份。1949年以来,全省大力开展防风治沙、植树造林,控制水土流失取得明显成效,为“三北”防护林体系建设规划提供了实践支撑。文中通过档案等相关材料的梳理,总结1949年到中共十一届三中全会召开期间陕西防沙治沙、绿化造林对全国的影响及其在“三北”防护林体系建设工程的提出、规划和实施中的重要贡献,对于全面认识总结“三北”防护林体系建设的历史价值有重要意义。Shaanxi Province is a key province where the“Three-North”Shelterbelt Program has been implemented.Since 1949,the province has vigorously carried out actions on sand control and afforestation,which has accomplished significantly in soil and water conservancy.These actions provide support for developing the plan of the“Three-North”Shelterbelt Program.The paper summarizes the influence of Shaanxi s sand control and afforestation actions on the whole country during the period from 1949 to the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China through the review of archives and other related literature,and concludes its important contributions to the proposal,planning and implementation of the“Three-North”Shelterbelt Program.This is important for the comprehensive understanding and conclusion of the historical values of the“Three-North”Shelterbelt Program.
