公共物品理论视野下“三北”工程生态产品供求关系分析

摘　　要：中国“三北”防护林体系建设工程是与改革开放同步实施的一项重大生态保护修复工程。在公共物品理论视野下,“三北”工程生态产品属于公共产品范畴。进一步加强“三北”地区生态环境保护本质上是持续增加生态产品的有效供给,有序调节生态产品的供求关系。文中分别从供给、需求2个方面论述“三北”工程生态产品的供求关系,对影响供求关系的政府、市场、社会3种因素之间形成的博弈关系展开分析,认为三者之间的良性互动有利于推进“三北”工程生态产品的有效供给和需求,推动我国生态环境的持续改善。在此基础上提出优化“三北”工程生态产品供求关系关键:一是要推动政府、市场、社会多元主体协同治理,二是要加强“三北”工程生态产品宣传教育,三是要建立“三北”工程生态产品考核评价体系,四是要健全“三北”工程生态产品价值实现机制。The“Three North”Shelterbelt Program is a key program in ecological protection and restoration,which has been implemented simultaneously with the reform and opening up.From the perspective of public goods theory,the ecological products from the“Three North”shelterbelt forest fall within the category of public goods.Further improving the protection of ecological environment in the“Three North”shelterbelt region is essentially to continuously increase the effective supply of ecological products and orderly regulate the supply-demand relationship of ecological products.This paper elaborates on the supply-demand relationship of ecological products from the“Three North”shelterbelt forest from the perspectives of supply and demand,respectively,and analyzes the game relationship among the three factors that affect the supply-demand relationship,i.e.,government,market and society.It is believed that the positive interaction among the three factors is conducive to promoting the effective supply and demand of ecological products from the“Three North”shelterbelt forest,which has promoted the continuous improvement of China s ecological environment.At present,the key to optimizing the supply-demand relationship of ecological products from the“Three North”shelterbelt forest is to promote collaborative governance among government,market,and society,strengthen the publicity and education of the ecological products,establish an evaluation system for the ecological products,and improve the value realization mechanism.
