摘　　要：国家储备林建设是事关林草产业高质量发展的关键。文中结合国家储备林项目建设的由来及运行模式,解析项目建设的特点;围绕森林资源和生态建设、“双碳”目标实施、区域经济发展方式,分析国家储备林项目建设对绿色发展的影响,总结国家储备林项目建设存在的一些问题和不足;在此基础上,提出项目建设措施建议,包括加强政府部门政策支持和监督检查、进一步促进项目建设科技创新、加强各地项目建设经验交流及合作等,以期为科学实施林草产业高质量发展提供参考。National reserve forest establishment is a key issue concerning the high-quality development of forest and grassland industries.The paper reviews the origin and operation mode of the national reserve forest program,with the focus on the characteristics of the program.In view of forest resources and ecological improvement,achievements of dual carbon goals,and regional economic development pattern,the paper also analyzes the impact of the national reserve forest program on the green development of the society,and summarizes problems and deficiencies in the implementations of the national reserve forest program.Based on the analysis,the measures to be taken for the next step are put forward so as to provide references and bases for promoting the high-quality development of forest and grassland industries in a scientific manner,including more emphasis on government policy support and monitoring&checks,more support to the technology innovation and facilitation of the experience sharing in terms of the program implementation between regions.
