摘  要:项目全生命周期评价包含项目事前评估、事中监测和后评价的流程和内容。通过调查研究和经验总结,总结项目事前评估、事中监测与评价、后评价目前在国内应用中分别存在的主要问题,建立项目全生命周期评价方法体系。以公共租赁住房项目为例,采用逻辑框架法、项目绩效评价、综合指标体系评价法等一级评价方法对公共租赁住房项目开展全生命周期评价,可为各行业的政府投资项目建立全生命周期评价方法和指标体系提供参考。The full lifecycle evaluation of a project includes the process and content of pre evaluation,in-process monitoring,and post evaluation.Through investigation,research,and experience summary,the main problems in the current application of pre evaluation,in-process monitoring and evaluation,and post evaluation in China are identified.A project full lifecycle evaluation method system is established.Taking public rental housing projects as an example,primary evaluation methods such as logical framework method,project performance evaluation,and comprehensive indicator system evaluation are used to conduct full lifecycle evaluation of public rental housing projects,aiming to provide reference for the establishment of full lifecycle evaluation methods and indicator systems for government investment projects in various industries.
