摘　　要：疏港铁路是实现海铁联运的重要物流基础设施,是港口集疏运体系的主动脉,对推动我国铁水联运高质量发展,加快建设交通强国至关重要。本文以国内沿海港口疏港铁路为研究对象,分析国内沿海港口疏港铁路投融资、建设及运营现状,提炼国内疏港铁路投融资、建设及运营管理特点,识别疏港铁路发展过程中存在的问题和优势经验,并提出加强疏港铁路投融资市场化运作,推动疏港铁路运营与海铁联运业务并行发展,建立以港口为核心的海铁联运服务平台等策略建议。为我国加快疏港铁路扩能建设,优化疏港铁路投融资模式,推进港铁一体化运作提供参考。Port railway is an important logistics infrastructure for sea-railway intermodal transportation.It's important for develop high quality for sea-railway intermodal transportation and make our country stronger on transportation.This study focuses on port railway,analyze the current situation of investment,financing,construction,and operation of domestic port railways.Identify the characteristics,problems and experiences of the port railway.The research gives some suggestions such as strengthen the market-oriented operation of investment and financing for port railway,promote the parallel development of port railway operation and sea-rail intermodal transportation business,and establish a sea-rail intermodal transportation service platform centered on ports.The findings of this study offer valuable references for China to accelerate the construction of port railways,optimize the investment and financing mode of port railways,and foster the integrated operation of ports and railways.
