数字经济、碳全要素生产率与城市低碳发展

摘　　要：当前,我国数字经济正蓬勃发展。与此同时,我国正大力推动城市低碳发展。那么,数字经济能否促进城市低碳发展?利用2011—2021年我国284个地级市的面板数据,在测算城市低碳发展水平和数字经济发展水平的基础上,实证检验了数字经济对城市低碳发展的影响。研究发现,数字经济能显著促进城市低碳发展。影响机制分析发现,数字经济能促进城市绿色技术创新和降低城市能源消耗强度,从而能提高城市碳全要素生产率,进而能促进城市低碳发展。调节效应分析发现,环境规制强度能增强数字经济对城市低碳发展的促进作用。异质性分析发现,在非资源型城市、能源消费结构以非煤炭为主的城市,数字经济对城市低碳发展的促进作用更大。为此,要加强数字基础设施建设,推动数字经济快速发展,以充分发挥数字经济对城市低碳发展的促进作用。At present,China’s digital economy is booming,and at the same time,China is vigorously promoting urban low-carbon development.Then,can the digital economy promote urban low-carbon development?Using the panel data of 284 prefecture-level cities in China from 2011 to 2021,this paper empirically examines the impact of digital economy on urban low-carbon development on the basis of measuring the level of urban low-carbon development and the level of urban digital economy development.The findings show that digital economy can significantly promote urban low-carbon development.The analysis of the impact mechanism reveals that the digital economy can promote urban green technology innovation and reduce urban energy consumption intensity,which can improve urban carbon total factor productivity,and then promote urban low-carbon development.The moderating effect analysis indicates that the intensity of environmental regulation can enhance the promotion effect of digital economy on urban low-carbon development.The heterogeneity analysis reveals that the digital economy contributes more to urban low-carbon development in the non-resource-based cities or cities with a non-coal-based energy consumption structure.For this reason,it is necessary to strengthen the construction of digital infrastructure,promote the rapid development of the digital economy,and give full play to the facilitating effect of the digital economy on urban low-carbon development.
