财政-军事国家概念的现实类型与历史展开之比较

摘　　要：财政-军事国家是西方学界在历史研究中经常使用的一个概念。本文探讨了此概念在现实中可能出现的类型,并用中国历史上的蜀汉和秦,以及光荣革命后的英国三个政权作为它在历史中展开的例证。通过对国家建构过程的两个方面(政治整合和国家认同)、四个维度(专制性权力、基础性权力、利益共容、价值共容)进行比较分析,本文揭示出蕴含于财政-军事国家作为国家类型的内在特征以及财政-军事行动对国家制度构建走向的不同影响。本文的研究可以进一步丰富财政-军事国家的理论内涵,也可将目前中国财政史研究从专注于探讨财政经济过程扩大到探讨财政影响国家建构的政治过程。The fiscal-military state is a concept frequently used by Western academics in historical research.This paper explores the types of this concept that may appear in reality,and uses Shu Han and Qin dynasties in Chinese history,as well as Britain after the Glorious Revolution,as examples of its unfolding in history.Through a comparative analysis in terms of two aspects(political integration and national identity)and four dimensions(despotic power,infrastructural power,interest encompassing and value encompassing)of the process of state-building,this paper reveals the intrinsic characteristics embedded in the fiscal-military state as a type of state,as well as the different impacts of fiscal-military actions on the direction of state formation.The research can enrich the theoretical connotation of the fiscal-military state,as well as expand the current research on the his-tory of public finance in China from focusing on exploring the economic process to exploring the political pro-cess influencing the state-building.
