摘 要:基于中国282个地级及以上城市2007-2020年面板数据,利用多时点双重差分模型探究国家级城市群设立这一政策对城市减污降碳协同的影响和作用机制。研究结果显示,国家级城市群建设政策对城市减污降碳协同具有促进作用,且该政策具有正向的空间溢出效应和推广效应;绿色创新、经济集聚和交通基础设施是国家级城市群建设政策促进城市减污降碳协同的重要机制;在东部地区、多中心城市群、环境规制强度较高和人力资本水平较高的城市,国家级城市群建设政策对城市减污降碳协同的促进作用更为明显。Taking into account the protection of the ecological environment in development is an important part of achieving high-quality development.As the main carrier of new urbanization and regional integration,urban agglomeration provides modern ideas for achieving the synergy of urban pollution and carbon reduction.This paper regards the national urban agglomeration construction(NUAC)as a quasi-natural experiment and explores the impact of NUAC on the synergy of urban pollution and carbon reduction and its internal mechanism,which is of great theoretical and practical significance for enriching research on regional integration and solving the environmental problems of new urbanization.It provides a practical reference to build a“beautiful China”and promote high-quality economic development.Based on the panel data of 282 prefecture-level cities in China from 2007 to 2020,this paper assesses the relationship between NUAC and the synergy of urban pollution and carbon reduction and the underlying mechanism using methods such as staggered difference-in-differences(DID)model and spatial DID model.This paper finds that NUAC can significantly promote the synergy of urban pollution and carbon reduction,and this conclusion is still valid after the robust tests by using the instrumental variable method,replacement of explanatory variables,change of sample size,etc.The mechanism analysis shows that green innovation,economic agglomeration,and transportation infrastructure are important mechanisms for NUAC to promote the synergy of urban pollution and carbon reduction.Heterogeneity analysis shows that in the multi-center urban agglomerations,the eastern region,and area with rigorous environmental regulation intensity and high human capital level have a more obvious effect on the synergy of urban pollution and carbon reduction.Further analysis shows that NUAC has a positive spatial spillover effect on promoting the synergy of pollution and carbon reduction in the surrounding areas,and with the expansion of the policy scope,the p
