摘　　要：科技园区是重要的知识经济生产空间和科技政策工具,但我们对于其背后战略规划发生变迁的过程和机制却缺乏认识。本文通过引入话语联盟的理论视角,以案例研究为基础,阐释了PA航空科技园区战略规划的变迁过程并揭示了其背后的话语机制。本文揭示了,科技园区的战略规划并非已有研究普遍预设的那样是一蹴而就的,相反,它们处于复杂的动态的流变中,并受到话语联盟中不同行动者相互磋商、博弈和争夺的影响。同时,本文亦解释了,不同行动者在推进战略叙事中的故事情节制度化时的主要机制,即,政府间关系在话语框架方面的决定性作用,以及多元创新主体在话语要素方面的支撑性作用。最后,本文还为科技园区等相关研究和现实的政策实践提供了新的启示。As important knowledge economy production spaces and science and technology policy instruments,science and technology parks have received attention from innovation studies for a long time.However,there is a lack of understanding of the processes and mechanisms by which strategic planning for science and technology parks has changed.Compared with existing studies,which generally observe the design and impact of strategic planning in science and technology parks from a static perspective,this paper attempts to observe the process of changing strategic planning in science and technology parks with the discursive theory.This paper aims to explore the topic of science and technology parks from the perspective of discourse coalitions,and to“revisit”this important topic based on a case study.Based on the case of PA park,this paper opens the“black box”of the process of constructing a science and technology park,and reveals how different actors form coalitions around different storylines,and promote the discursive practice of these storylines towards institutionalization.The main findings of this paper,are as follows:firstly,the strategic planning of science and technology parks is not an overnight process as has been generally presupposed by existing studies,rather,they are in a complex and dynamic process of change,influenced by the negotiation,gaming and contestation of different actors in the discourse coalition.In the case,the design of strategic planning around the PA park was carried out four times by various actors.Each strategic planning was subject to various discursive practices around the storyline between different discursive actors and ultimately led to different results in terms of institutionalization of the storyline.Secondly,intergovernmental relations determine the construction and establishment of discursive frameworks in strategic planning.In the case,County P is the provider of the initial framework for all strategic narratives.However,the finalization of the framework and its institutionaliz
