经济赶超阶段与发展型FDI——兼论共建“一带一路”的经济逻辑与特色优势

摘　　要：文章从中国双向FDI与经济发展具有一致性以及中国双向FDI与一般意义的FDI演进规律存在异质性的事实出发,基于东亚经济赶超的背景,提出发展型FDI的概念,用以表征东亚地区FDI的典型属性,明确发展型FDI与中国经济转型发展的内在逻辑。研究认为,发展型FDI能够推动比较优势动态化,不断满足工业化进程中从要素缺口弥补到能力成长的要求,从而实现经济赶超,其中的动力机制是发展型国家制度优势与FDI演化内在动力的相互匹配;共建“一带一路”与当前中国FDI演进方向一致,FDI主要以强化OFDI的增长趋势促进企业动态能力提升,并实现国家层面的全球价值链空间拓展和位势提升,进而通过重塑区域经济地理来重构新“雁阵模式”。发展型FDI与共建“一带一路”倡议的提出具有理论逻辑的一致性,发展型FDI理论框架能够从长期视角为共建“一带一路”提供理论支撑。Drawing upon two key observations-the alignment of China's two-way FDI with long-term economic development and its divergence from the general FDI evolution pattern-this paper introduces the concept of“developmental FDI”inspired by the context and research on East Asia's economic catch-up.This novel concept characterizes the distinct attributes of foreign direct investment in East Asia and elucidates the intrinsic logic behind China's developmental FDI and its economic transformation.The analysis reveals that developmental FDI can effectively dynamize comparative advantages,thereby consistently fulfilling the need to transition from compensating for factor deficiencies to fostering industrial innovation capabilities.The institutional advantage of the developmental state aligns with the intrinsic motivations driving FDI evolution,creating a dynamic mechanism for developmental FDI.The Belt and Road Initiative aligns with the current trajectory of China's FDI evolution.FDI enhances corporate dynamic capabilities primarily by bolstering OFDI growth.On a national scale,it facilitates the spatial expansion and potential enhancement of the global value chain.Furthermore,FDI redefines the“flying geese”model by reshaping regional economic geography.Thus,developmental FDI aligns theoretically with the construction of the Belt and Road Initiative,offering a framework that provides long-term theoretical support for its development.
