地方政府对安全生产的注意力是如何变动的?——基于对T县的案例研究

摘　　要：地方政府对安全生产的注意力如何变动?既有研究主要考察安全生产任务的注意力选择问题,对其注意力持续性过程关注较少。基于对T县案例的情境机制分析,文章揭示出地方政府对安全生产的注意力变动呈现“区间调适性波动”规律,且这是由安全生产的“保健型任务”属性决定的。具体而言,地方政府面对着多任务的综合情境,在注意力竞争机制的作用下,为注意力设定上下基准:聚焦于强风险感知的离散情境,在注意力聚焦机制的作用下,促使注意力高位应激调适;置身于常规状态的离散情境,在注意力置换机制的作用下,促使注意力低位趋稳波动。因此,要在承认注意力变动规律客观性的基础上,通过增强注意力分配的稳定性、强化注意力分配的有效性、减少对注意力分配的依赖性来弱化注意力波动的负面影响。How does local government attention to safety production evolve over time?Existing research predominantly addresses the selection of safety production tasks,with limited emphasis on the persistence of attention.This article,drawing on a situational mechanism analysis of T County,reveals that local government attention to safety production follows an“interval adaptive fluctuation”pattern.This pattern is influenced by the“healthcare-type tasks”attribute of safety production.Specifically,local governments,when faced with multitasking contexts,establish attention benchmarks through a competitive mechanism.They concentrate on discrete contexts with strong risk perception to induce high-level stress adaptation via the focus mechanism.In routine contexts,they achieve low-level stability through attention substitution mechanisms.To mitigate the negative impacts of attention fluctuations,local governments should recognize the inherent nature of these patterns,enhance the stability of attention allocation,improve the effectiveness of attention distribution,and reduce over-reliance on fluctuating attention levels.
