淮海经济区土地利用效率及其影响因素研究

摘　　要：土地利用效率研究有助于提升土地资源配置效率和实现可持续发展。基于淮海经济区10个地级市的土地要素投入和产出数据,采用数据包络模型量化评价土地利用效率,研究结果显示:淮海经济区的土地利用效率在波动中上升,时间上呈现出不同的发展态势,空间上土地利用效率较高的城市呈现沿区域发展轴分布的趋势;投入冗余和产出过量对土地利用效率产生负面影响;规模以上工业企业数量、工业化水平、政府干预程度和GDP对土地利用效率产生正向影响,而固定资产投资水平和污染程度产生负面影响。建议从产业协同发展、环境规制、减少土地要素冗余和分类引导四方面提升土地利用效率。The study of land use efficiency is helpful to improve the efficiency of land resource allocation and sustainable development.Based on the input and output data of land elements in 10 prefecture-level cities in Huaihai Economic Zone,the data envelopment model is used to quantitatively evaluate the land use efficiency.The results show that the land use efficiency of Huaihai Economic Zone is rising in fluctuation,showing different development trends in time,and the cities with higher land use efficiency in space show a trend of distribution along the regional development axis.Input redundancy and excessive output have a negative impact on land use efficiency;the number of industrial enterprises above designated size,the level of industrialization,the degree of government intervention and GDP have a positive impact on land use efficiency,while the level of fixed asset investment and pollution have a negative impact.It is recommended to improve land use efficiency through four aspects:industrial coordinated development,environmental regulation,reduction of land element redundancy and classification guidance.
