从保温饱到共富裕:新中国工业化使命的演变

摘　　要：聚焦谋发展使命,新中国工业化道路具有鲜明的阶段性特征,从保温饱到奔小康再到共富裕,始终坚持以人为本,以人民利益为核心。在保温饱阶段,通过确立一切以经济建设为中心原则、突破计划经济的经济体制改革、“四三方案”技术引进等制度创新,大大提升了工业品生产效率,极大地提高了人民生活水平;在奔小康阶段,工业发展重点从“有没有”转向“好不好”,通过市场化改革、创新发展、开放发展、工业立国、包容性发展、可持续发展使中国发展成为世界上最大的工业国家,并全面建成小康社会;在共富裕阶段,中国正加快构建新发展格局,已取得新冠病毒感染防控重大决定性胜利、人均预期寿命历史性突破、关键核心技术标志性成果涌现等成就。通过历史梳理,认为工业是保温饱、奔小康与共富裕的主引擎,结合实际又与时俱进的工业化改革、对外开放、处理好政府与市场的关系是加快工业化发展的必由之路。Focusing on the mission of pursuing development,the industrialization path of the People′s Republic of China has distinct stage feature.From subsistence to moderately prosperity and then to common prosperity,it always adheres to people-oriented principle and puts the interests of people at the core.In the stage of ensuring subsistence,with establishing institutional innovations such as centering around economic construction,reforming the economic system by breaking through the planned economy,and implementing the“4.3 Billion Plan”for technology introduction,the efficiency of industrial production is greatly improved,thus significantly enhancing the living standards of the people.In the stage of building up a well-off society,the focus of industrial development is shifted from“seeking growth”to“seeking better growth”,and China has become the world′s largest industrial country and built a moderately prosperous society in all respects,through market-oriented reform,innovative development,open development,industrialization-led national development,inclusive development,and sustainable development.In the stage of common prosperity,China is accelerating the construction of a new development pattern,achieving many achievements such as major decisive victories in prevention and control of the COVID-19 pandemic,historic increase of life expectancy,emergence of break-throughs in key core technologies,etc.Through historical reviews,it is believed that industry is the main drivers of subsistence,moderate prosperity,and common prosperity,and pragmatic and progressive industrial reform,opening up,and properly handling the relationship between government and market are the inevitable roads for accelerating industrialization development.
