摘　　要：全过程人民民主是中国式现代化本质要求的重要内容,是新时代中国共产党提出的重大政治理念,是民主政治领域的重大创新成果,同时也是社会主义民主政治实践经验的总结,是进一步推进社会主义民主政治的基本遵循。把握中国式现代化的本质要求,深入推进全过程人民民主,既需要关注新时代经济社会发展的实际,也需要从中国共产党自身的民主探索历程中汲取思想资源。周恩来是伟大的马克思主义者,他对民主问题有着深入的思考。梳理其民主观念的历史演进、分析其民主观念的结构性内容、探究其民主观念与民主实践的内在逻辑,对于实践全过程人民民主具有重要的意义。理解周恩来的民主观念,要把握时代性,从变化中思考民主观念的发展逻辑;立足民族性,从传统中寻求延续根脉的基因;聚焦实践性,从现实中感受民主原则的价值;保持开放性,从包容中增强民主发展的底气。深化对周恩来民主思想的研究,从实践中感悟周恩来的民主观点,从总结中提炼中国民主发展的智慧,才能够最终使中国式现代化有利于实现人的解放、人的尊严、人的幸福。The whole-process people’s democracy is an important part of the essential requirements of Chinese modernization.It is a major political concept proposed by the Communist Party of China(CPC)in the new era,a significant innovation in the field of democratic politics,and a summary of the practical experience of socialist democratic politics.It is also serves as a fundamental guideline for further promoting socialist democratic politics.To grasp the essential requirements of Chinese modernization and deeply promote whole-process people’s democracy,it is necessary to pay attention to the reality of economic and social development in the new era,as well as to draw on the ideological resources from the democratic exploration process of the CPC itself.Zhou Enlai was a great Marxist who had deep thoughts on democracy.Analyzing the historical evolution of his concept of democracy,examining the structural content of his concept of democracy,and exploring the internal logic between his concept of democracy and democratic practices are of great significance for the practice of whole-process people’s democracy.To understand Zhou Enlai’s concept of democracy,it is necessary to grasp the temporality and reflect on the development logic of his concept of democracy in change;focus on nationality and seek the genetic continuity of his ideas from traditional roots;emphasize practicality and appreciate the value of democratic principles through their application in reality;maintain openness and enhance the confidence for democratic development by embracing inclusivity.Only by deepening the study of Comrade Zhou Enlai’s concept of democracy,understanding his concept of democracy from practice,and refining the wisdom of China’s democratic development from summaries,can Chinese path to modernization ultimately be conducive to the realization of the liberation,dignity,and happiness of people.
