摘 要:本研究以2015年首次设立的“青年长江学者项目”作为准自然实验,采用2012—2017年104所211高校的科技统计数据,通过构建PSM-DID模型,评估理工类青年长江学者项目的贡献成效。实证结果表明,理工类青年长江学者项目取得了一定成效,可以促进高校学术贡献的提升,特别表现在提升高被引SCI论文数量、科技著作数量、自然科学基金资助项目数量方面。但是,理工类青年长江学者项目并未显著提升高校的经济贡献与社会贡献。异质性分析发现,理工类青年长江学者项目对高校学术贡献的提升作用会因高校层次、高校所在区域、高校类型呈现差异化效果。影响机制分析发现,理工类青年长江学者项目有效性取决于高校人力资本结构与人才保障水平。通过系列稳健性检验,本文结论依然成立,研究结果可为青年长江学者项目的评价与实施优化提供经验证据与政策启示。In this study,the“Changjiang Young Scholars Program”,which was first established in 2015,was used as a quasi-natural experiment,and the scientific and technological statistical data of 104 universities in China from 2012 to 2017 were used to construct a PSM-DID model to evaluate the contribution of S&T Changjiang Young Scholars Program.The empirical results show that the S&T Changjiang Young Scholars Program has achieved certain results,which can promote the improvement of academic contributions of universities,especially in the increase of the number of highly cited SCI,scientific and technological works,and projects funded by natural science foundation.However,the S&T Changjiang Young Scholars Program has not significantly improved the economic and social contribution of universities.The heterogeneity analysis shows that the promotion effect of S&T Changjiang Young Scholars Program on academic contribution of universities will be different depending on the level,area,and type of universities.The impact mechanism analysis shows that the effectiveness of the S&T Changjiang Young Scholars Program depends on the human capital structure of universities and the level of talent security.Finally,through a series of robustness tests,the conclusion of this paper is still valid.The research results provide reliable empirical evidence and policy implications for the evaluation and implementation optimization of the Changjiang Young Scholars Program.
