摘 要:本文通过研究创新型人才成长与发展所经历的孕育期、成长期、发展期和成熟期,提出以优秀博士生和博士后、优秀青年科技人才、高层次领军人才及其创新团队以及具有世界影响力的顶尖人才所构建的高校创新型人才队伍建设与发展模型。在此基础上,基于科技创新活动的运行规律,系统研究高校人才队伍及科研活动在科技创新活动的不同阶段所扮演的主要角色,指出高校具有跨学科交叉融合、相对稳定的资金支持、多主体协调互动以及开放包容的长周期学术研究生态四个方面的独特优势,讨论重点要素配置在创新型人才队伍建设与发展方面的必要性。最后,以四所“双一流”大学的相关实践为例,通过分析在构建支撑科技创新的最优人才生态等方面的举措及成效,为高校推动科技创新、支撑新质生产力发展、建设高水平创新型人才队伍提供经验借鉴。This paper investigates the features of four different periods for the gestation,growth,development and maturation of innovative talents,and presents a model for the establishment and development of a high-level innovative talent team which consist of top-notch doctoral students and postdoctoral fellows,excellent young researchers,high-level leading experts and their innovative groups,together with top-tier experts or scientists.To meet the demands of developing new quality productive forces in a high-quality,with fully considering the principle in the energetic evolution of scientific and technological innovation activities,we systematically study the major roles in the four different periods,which are played by university innovative talent teams with corresponding high-qualitative activities for scientific and technological innovations.The model exhibits that research universities possess the characteristic advantages in four aspects such as interdisciplinary integrations,relatively stable financial supports,coherent cooperation and mutual support among universities,research institutes,governments and enterprises,and an open and inclusive academic ecology with long-term research and assessments.Finally,on the light of the successes of the high-level innovative talent teams established in four top Chinese universities,the paper addresses the corresponding measures and outcomes in construction of an optimal academic ecology to support strongly high-level scientific and technological innovation activities,which are important for promoting the development of new quality productivity forces,for research universities.
