摘 要:实现“碳达峰、碳中和”是我国现阶段能源发展的重要战略目标。煤炭作为我国能源最富足的炭基资源,其低碳发展更是刻不容缓。习近平总书记明确指出,如期实现“双碳”目标,需要持续深入推进我国在产业结构、能源结构等方面转型升级。该文从现阶段我国煤炭利用与碳排放情况出发,科学认识煤炭综合利用与双碳双控政策,厘清煤炭如何科学减量化、如何转变煤炭利用属性、如何高效高质量低碳化综合利用的问题,进而对我国煤炭综合利用路线进行分析并提出合理建议。Attaining the objectives of "carbon peak" and "carbon neutrality" constitutes a pivotal strategic aim in China's contemporary energy policy framework.Given that coal stands as the most substantial carbon-based asset within our nation,the imperative to foster its low-carbon deployment is paramount.President Xi Jinping clearly pointed thatwe need to continue to further promote the transformation and upgrading of China's industrial structure and energy structure,so as to achieve the "double carbon" goal as scheduled,This paper commences with an analysis of the present state of coal consumption and carbon emissions specific to China.It progresses to elucidate the encompassing application and dual-carbon regulatory strategies pertinent to Chinese coal resources,delineating the challenges associated with scientifically curtailing coal usage,altering the inherent attributes of coal combustion,and achieving efficient,high-quality,and low-carbon comprehensive utilization of this resource.Subsequently,incisive and judicious recommendations are put forward for the optimal trajectory of coal utilization in China.
