摘  要:该文分析了中国稀土资源战略的重要性,提出“双碳”目标下稀土资源在能源领域的发展策略,强调稀土金属在推动清洁能源发展中的关键作用,并指出《稀土管理条例》为稀土资源的开发与保护提供了坚实的政策基础;探讨了稀土催化和发光材料的应用,突出技术创新的核心地位;提出包括加强资源勘探、技术创新、产业升级、环境保护和人才培养等方面的建议,以确保稀土产业的高质量发展,实现稀土资源的合理利用,推动经济社会发展全面绿色转型。This paper delves into the strategic significance of China's rare earth resources,highlighting their pivotal role in the energy sector under the dual-carbon initiative.The study underscores the indispensable function of rare earth metals in advancing clean energy development and acknowledges the foundational policy support provided by the "Rare Earth Management Regulations" for the sustainable development and environmental conservation of these resources.Further,the paper examines the applications of rare earth materials in catalysis and luminescence,emphasizing the paramountcy of technological innovation in this domain.It advocates for a multi-faceted approach to enhance the rare earth industry's high-quality development,encompassing intensified resource exploration,breakthroughs in technology,industrial modernization,stringent environmental safeguards,and robust talent cultivation.Ultimately,the paper envisions a future where the judicious utilization of rare earth resources not only propels economic and social progress but also catalyzes a comprehensive green transformation,aligning with global sustainability goals.
