摘  要:传统互联网技术是当前数字经济发展的基础,但其核心技术大多被他国掌握,因此我国的经济发展极大地受制于他国。与此同时,传统维护信息安全的加密算法面临的安全风险日益加剧,网络犯罪带来的损失巨大。为此如何打破现有被动格局成为一个重要的议题。量子通信技术的出现,提供了一个良好的契机。加快量子信息安全托管中心建设是一个重要突破口,不仅能够增强数字化治理、保障安全,而且助力培育新兴业态,促进经济高效发展。该文从量子通信的原理和应用出发,分析了当下发展中存在的问题,并从基础建设与研究、平台建设、业务发展、政策与人才建设和构建新发展格局五个层面提供了相关的建议。Traditional Internet technology is the foundation of the current digital economy,but its core technologies are mostly controlled by other countries,hence our country's economic development is greatly constrained by other nations.At the same time,the security risks faced by traditional cryptographic algorithms for maintaining information security are escalating,and the losses caused by cybercrime are enormous.So how to break the existing passive situation has become an important issue.The emergence of quantum communication technology is a good opportunity for us.It is important to accelerate the construction of a Quantum Information Security Custody Center,which can not only enhance digital governance and ensure security,but also help cultivate emerging business forms and promote efficient economic development.This article starts from the principles and applications of quantum communication,analyzes the existing problems in current development,and provides relevant suggestions from five aspects:infrastructure and research,platform construction,business development,policy and talent construction,and building a new development pattern.
