公立医院作价投资成果转化方式支持政策的比较分析

摘　　要：作价投资成果转化方式因其具有的独特优势,越来越受到各方重视,其对提升公立医院科技成果转化能力和经济运行管理能力都具有重要意义。目前,北京市、上海市和深圳市已开展并探索地方专门政策支持属地公立医院以作价投资方式进行成果转化,但与国家相关主管部门对高校较为成熟的支持政策相比,仍需完善。文章从作价投资方式的决定权、持股平台要求、完成人奖励标准、税收优惠政策等关键环节和内容,比较上述地方对公立医院的支持政策和相关部门对高校的支持政策,分析地方支持政策存在的不足,提出探索适合公立医院的成果转化持股平台创新模式、进一步明晰决策免责政策内容及资产损失处理程序等对策建议,以期更好推动公立医院科技成果转化。More and more attention is being paid by all parties to the use of pricing and investment for achievement transformation.It is of great significance to enhance the technological transformation ability and economic operation and management ability of publie hospitals.Bejjing,Shanghai,and Shenzhen have explored the introduction of local special policies to support local public hospitals in converting results through priced investment.However,compared with the mature support policies of relevant national regulatory departments for universities,the improvement are still needed.It compared the pricing and investment policies of universities and relevant local public hospitals from key aspects and contents such as decision-making power of pricing and investment,shareholding platform requirements,completion reward standards,and tax preferential policies,and analyzed the shortcomings of pricing and investment policies in public hospitals.Then it proposed some suggestions,such as exploring innovative models of achievement transformation and shareholding platforms which suitable for public hospitals,further clarifying the content of decision-making exemption policies and asset loss handling procedures.It puts forward countermeasures and suggestions to better promote the transformation of scientific and technological achievements in public hospitals.
