摘　　要：澳大利亚自然资源丰富,毗邻需求旺盛的亚太市场,加之社会稳定、经济实力较强,是中国海外矿业投资的重要目的地。澳大利亚重视海上油气和矿产资源的勘探开发,以领海基线起3海里为界,联邦政府和各州或领地政府分别行使不同的资源所有和管理权限。海上矿产资源由委派机构和联合机构负责管理。海上油气资源的勘探开发由国家海上油气产权管理局代表联合机构进行日常管理,由国家海上油气安全与环境管理局进行环境和安全监管。澳大利亚联邦海上油气与矿产资源管理法律健全,对海上资源开发利用的流程和监管有明确规定,联合管理机构为海上资源开发提供了重要机制保障,严格的环境管理要求是资源开发与环境保护和谐共处的关键。Australia is rich in natural resources,adjacent to the Asia-Pacific market with strong demand,coupled with social stability and strong economic strength,and is an important destination for China's overseas mining investment.Australia attaches great importance to the exploration and development of offshore mineral resources.With a boundary of 3 nautical miles from the baseline of its territorial waters,the federal government and the state or territory governments exercise different powers of resources ownership and management.Offshore mineral resources are managed by appointed agencies and joint agencies.The exploration and development of offshore oil and gas resources are managed on a daily basis by the National Administration of Offshore Oil and Gas Property on behalf of a joint organization,and environmental and safety supervision is carried out by the National Offshore Oil and Gas Safety and Environment Administration.Australian federal law on offshore oil and mineral resources management is sound,and the process and supervision of offshore resource development and utilization are clearly stipulated.The joint management agency provides an important mechanism guarantee for offshore resource development,and strict environmental management requirements are the key to the harmonious coexistence of resource development and environmental protection.
