推进基层单位HSE体系建设路径的探讨

摘　　要：为夯实基层单位安全环保管理基础,牢固树立安全生产第一意识,文章以HSE体系建设作为切入点,分析了基层单位HSE体系运行存在的问题,探索推动基层单位HSE体系的可行性建设路径,从提高思想认识、加大监督考核力度、风险辨别评价、建立专项激励机制等方面,提出了具体的建设策略。通过研究表明,HSE管理体系的建立和实施,使工作更加科学化、标准化、规范化,管理水平向精细化迈进,各类事故隐患得到有效控制,为基层取得更好的安全生产业绩奠定了基础。In order to strengthen the foundation of safety and environmental protection management in grassroots units and f irmly establish the f irst awareness of safety production,this article takes the construction of HSE system as the starting point,analyzes the problems in the operation of HSE system in grassroots units,explores the feasible construction path to promote the HSE system in grassroots units,and proposes specif ic construction strategies from improving ideological awareness,strengthening supervision and assessment,risk identif ication and evaluation,and establishing special incentive mechanisms.Research has shown that the establishment and implementation of the HSE management system have made work more scientif ic,standardized,and standardized,and management level has advanced towards ref inement.Various accident hazards have been effectively controlled,laying a foundation for achieving better safety production performance at the grassroots level.
