摘　　要：为了规范火力发电企业安全生产管理体系建设,杜绝安全生产管理“两张皮”现象,有效提升安全生产管理水平,通过对组织结构、法律依据、责任主体、管理方式等方面进行梳理,厘清了火力发电企业安全生产管理在基建期和经营期的异同,剖析了存在差异的根本原因,明确了安全生产责任主体的认定标准,提出基于“工业4.0”的安全生产监督管控和基础管理重点内容与方法,并总结了不同时期的安全生产管理体系适应范围与管理边界,为企业安全生产管理工作提供理论依据。To standardize the construction of safety production management system in thermal power generation enterprises,eradicate the occurrence of"two skins"phenomena in the safety production management,and effectively enhance the safety production management level,the similarities and disparities in production safety management during the construction and operation phases of thermal power generation enterprises and the underlying causes of the differences are analyzed by sorting out organizational structure,legal framework,responsibility parties,management approaches and other aspects,the criteria for identifying responsible parties in production safety are clarified,and the"Industry 4.0"-based key principles and methodologies for supervision and control as well as basic management of safety production are proposed,while summarizing the scope of adaptation and management boundaries pertaining to production safety management systems during different phases,which offers a theoretical foundation for enterprises'safety production management activities.
