摘　　要：档案开放审核制度历经案卷级、文件级的沿革,正在迈向信息级档案开放审核。现有的文件级档案开放审核制度存在诸多局限性,已难以适应档案现代化的现实需求。信息级档案开放审核因其在工作效率、社会效益、管理效能上的先进特征,成为档案开放审核工作的前沿发展取向。信息级档案开放审核在后果主义的理论借鉴下,完成内容管理的实质转向,制定负面清单作为鉴定依据,且通过前端控制实现职责分离,从而建立理论框架;且通过主体和流程的清晰划分,梳理出行之有效的实践理路。The Archives open audit system has evolved from article-level to item-level and is now moving towards information-level Archives open audit.The existing item-level Archives open audit system has limitations and can no longer meet the needs of Archives modernization.Information-level Archives open audit because of its advanced characteristics in terms of work efficiency,social benefits and management effectiveness,it has become the cutting-edge development orientation of Archives open audit work.Under the theoretical reference of consequentialism,information-level Archives open audit completes the substantive turn of content management,formulates a negative list as the basis for appraisal,and achieves the segregation of duties through front-end control,thus establishing a theoretical framework.The effective way of Archives open audit is sorted out through the clear delineation of subjects and processes.
