我国综合档案馆档案利用率与影响因素关系的计量模型分析

摘　　要：本文依据1992—2022年的统计数据,利用协整理论和误差修正模型,研究了我国国家综合档案馆开放档案利用率与其影响因素的数量关系。结果表明:(1)从长期来看,开放档案利用率与经济发展水平和速度、产业结构优化水平、人均受教育年数、科技进步水平和速度、城镇化水平和档案开放率等影响因素之间存在均衡数量关系。(2)《中华人民共和国政府信息公开条例》的颁布和实施对开放档案利用率具有显著影响。(3)在短期内,科技进步水平和档案开放率对开放档案利用率的影响是显著的;其他因素的影响都是不显著的。最后,对于如何提高开放档案利用率,提出了一些对策建议。Based on the statistical data in the period of 1992-2022,using cointegration analysis and error correction model,the paper studies the quantitative relationship between the utilization ratio of open Archives in china and it's effect factors.The results show:(1)In the long run,there is an equilibrium quantitative relationship between the utilization ratio of open Archives and the level and speed of economic development,industrial structure optimization,average schooling years,the level and speed of scientific and technical advancement,urbanization level,the Archives opening ratio.(2)The effect of the promulgation and implementation of the'regulations'on the utilization ratio of open Archives is significant.(3)In the short term,the effect of scientific and technical advancement level and the Archives opening ratio on the utilization ratio of open Archives is significant.The effect of the other factors is insignificant.Finally,the several countermeasures and suggestions on how to improve the utilization ratio of open Archivesare proposed.
