摘  要:河南省地震局硬件视频会议系统建设于2015年前后,使用期间极大地提高了办公效率,节约了办公经费。但是随着设备使用年限的增加以及视频会议技术的不断发展,宝利通设备故障频发,软硬件配置也严重滞后,已无法满足当下的工作需求。因此,依托河南省地震局现有IP网络,建设了云视频会议系统,实现了MCU云化部署。该系统基于H.323、SIP协议的技术标准,保证了视频会议终端和MCU互联互通,根据GB28181标准为视频监控和视频会议互联互通提供技术依据,最终实现不同视频会议软、硬终端及监控系统的完全融合,满足国家、省、市多级会议会商、视频会议、视频培训及应急处置的需要。A traditional hardware-based video conferencing system of Henan Earthquake Agency was con⁃structed around 2015.The system has greatly improved office efficiency and saved operational costs during its usage.However,with the increasing age of the equipment and the continuous development of video con⁃ferencing technology,the existing Polycom video conference system's software and hardware configurations have become severely outdated.And the devices have gradually aged,which can not meet the current work requirements any more.Therefore,based on the existing IP network of the Henan Earthquake Agency,there is a plan to construct a cloud video conference system on the Government Cloud.Through H.323 and SIP protocol,the interconnection between video conference terminal and MCU is guaranteed.By relying on the GB28181 standard,the system will provide a technical basis for the interoperability of video surveillance and video conference,ultimately achieving the seamless integration of various video conference software,hardware terminals,and monitoring systems.The cloud video conference system of Henan Earthquake Agency will meet the needs for national,provincial and municipal multi-level meetings,video conference,video training,as well as meet the emergency response needs.
