摘　　要：苏联解体和苏共亡党的历史悲剧,与苏联共产党政治领导力建设的失败有着紧密的内在关联。苏联共产党政治领导力建设在列宁时期打下坚实基础,在斯大林时期埋下严重隐患,不过总体情况是好的。但自赫鲁晓夫时期开始,直至戈尔巴乔夫时期,苏联共产党政治领导力就呈现一代不如一代的递减趋势。历史虚无主义削弱了思想引领力、特权腐败现象削弱了执政公信力、民族矛盾激化削弱了群众凝聚力、基层党组织瘫痪削弱了政治动员力,这些是苏联共产党政治领导力建设的重要失败教训。其对当下中国共产党政治领导力建设的现实启示主要有:必须务实有效地开展意识形态工作,必须贯彻落实民主集中制原则,必须持之以恒地推进全面从严治党,必须坚守人民至上执政理念,必须着力推动基层党组织建设走深走实。The historical tragedy of the collapse of the Soviet Union and the collapse of the Communist Party of the Soviet Union is closely related to the failure of the construction of political leadership of the Communist Party of the Soviet Union.The construction of the political leadership of the Communist Party of the Soviet Union laid a solid foundation during Lenin’s period and buried serious hidden dangers during Stalin’s period,but the overall situation was preferable.However,from the period of Khrushchev to the period of Gorbachev,there has been a decreasing trend from generation to generation.Historical nihilism weakens ideological leadership,highly centralized system weakens scientific decision-making,privilege and corruption weaken the credibility of governance,ethnic contradictions intensify and weaken the cohesion of the masses,and the paralysis of base-level Party organizations weakens political mobilization.These are the failure lessons of the construction of political leadership of the Communist Party of the Soviet Union.The practical inspiration for the construction of the CPC’s political leadership is that we must carry out ideological work pragmatically and effectively,that we must implement the principle of democratic centralism,that we must persevere in comprehensively and strictly governing the Party,that we must adhere to the concept of putting the people first in governance,and that we must strive to promote the construction of base-level Party organizations.
