河南省级重点实验室建设现状与投入产出绩效评价研究

摘　　要：梳理分析河南省级重点实验室建设现状,包括建设时间、依托单位、区域分布、研究领域等,并基于此选取其中101家省级重点实验室作为研究对象,运用DEA模型对其运行成效进行绩效评价.研究发现,有59家实验室投入产出绩效达到了DEA有效状态,仍有部分实验室存在纯技术效率偏低或规模效率需提升状态.进一步基于学科领域分类研究发现相对于工程科学和信息科学,生物科学和医学科学实验室投入产出整体有效性相对较弱;基于依托单位分类研究发现,高校牵头建设的重点实验室整体表现较好,医院牵头建设的重点实验室规模效率相对较低,科研院所牵头建设的重点实验室纯技术效率表现相对较低;基于地区分类研究发现实验室发展存在地区不均衡现象,洛阳市、商丘市、开封市、南阳市、新乡市、信阳市、郑州市五个地区的省级重点实验室纯技术效率和规模效率均有待优化提升.最后基于DEA模型研究结果,分析存在的问题并提出了针对性建议对策.The article summarizes and analyzes the construction status of Henan provincial key laboratories,including construction time,supporting units,regional distribution,research fields,etc.Based on this,101 provincial key laboratories are selected as research objects,and the DEA model are used to evaluate the performance of them.This study found that 59 laboratories have achieved DEA effective input-output performance,while some laboratories still have low pure technical efficiency or need to improve scale efficiency.Further research based on disciplinary field classification has found that the overall effectiveness of input-output in biological and medical science laboratories is relatively weak compared to engineering science and information science.Based on the classification of supporting units,key laboratories led by universities perform well overall,while key laboratories led by hospitals have relatively low scale efficiency,and key laboratories led by research institutes have relatively low pure technical efficiency.Based on regional classification research,there is a regional imbalance in the development of laboratories.The pure technical efficiency and scale efficiency of provincial-level key laboratories in Luoyang,Shangqiu,Kaifeng,Nanyang,Xinxiang,Xinyang,and Zhengzhou need to be optimized and improved.Based on the research results of DEA model,this article further analyzes the manifestations of specific problems and proposes targeted suggestions and countermeasures.
