城市社区社会风险诱因及治理探析——基于马克思主义风险观

摘　　要：随着社会发展进程加快,我国日益进入风险交织叠加的风险时代,各种风险悄然而至,错综复杂。城市社区作为多元群体的居住地、多重利益的汇集点、多种风险的聚集地,因多种因素导致其社会风险更大程度上表现为社会管理风险、公共服务风险、卫生健康风险等。本文在实证调研基础上,通过相关分析和回归分析发现,导致城市社区社会风险产生的原因主要集中于居民自治参与不强、地方社会网络落后、社会整合机制不健全和职能边界不清晰等。因此,有针对性提出激发群众参与“内生力”、发挥网络赋能“创新力”、提升社区资源“整合力”、强化管理服务“保障力”等风险治理措施,对打造社区共同体、推进社区治理现代化起到至关重要的作用。As the pace of social development accelerates,China is increasingly entering an era of intertwined and overlapping risks,where various risks emerge silently and intricately.Urban communities,serving as residences for diverse groups,convergence points for multiple interests,and hubs for various risks,are particularly susceptible to social risks,which manifest as social management risks,public service risks,and health risks.Based on empirical research,correlation analysis,and regression analysis,it is found that the main causes of social risks in urban communities include weak resident participation in self-governance,lagging local social networks,inadequate social integration mechanisms,and unclear functional boundaries.Consequently,targeted governance measures are proposed,such as stimulating residents'"endogenous motivation"for participation,leveraging the"innovative power"of network empowerment,enhancing the"integration capacity"of community resources,and strengthening the"guarantee power"of management services.These measures are crucial for building community solidarity and advancing the modernization of community governance.
