新内生发展理论视域下新型职业农民成长动力及路径研究

摘　　要：新型职业农民是建设农业强国的人才支撑,剖析、理解新型职业农民的成长动力和路径有助于推动新型职业农民队伍的发展和壮大。历史推动力、环境影响力、个人内驱力共同构成了新型职业农民的下乡动力;新型职业农民的成长路径可概括为“弱内生性—强外生性”的个人心智资本与政策资本内外互动路径,“强内生性—弱外生性”的原始资源禀赋与个人心智资本共同驱动路径,以及“强内生性—强外生性”的原始资源禀赋、个人心智资本与政策资本共融共建路径三类。新型职业农民成长仍面临着体制、政策及文化上的多重约束,亟须从制度改革、政策倾斜、政府引导等多个维度进行突破,以推动其新内生成长。New-type professional farmers are the talent support for building an agricultural power.Analyzing and understanding their growth dynamics and pathways is essential for promoting the development of new-type professional farmers.Historical factors,environmental influences,and personal intrinsic motivations constitute their driving force to the countryside.Their growth pathways can be categorized into three types:(1)interac-tion between personal mental capital and policy capital with varying degrees of external influence(“weak en-dogenous-strong external influence”);(2)path driven by original resource endowment and personal mental capital(“strong endogenous-weak external influence”);and(3)co-construction by original resource en-dowment,personal mental capital,and policy capital(“strong endogenous-strong external influence”).Though the growth of new-type professional farmers is still faced with multiple systemic constraints,policy lim-itations,and cultural barriers,it is urgent to break through these limitations through system reform,policy ad-justments,and government guidance to promote their endogenous growth.
