摘 要:农村人居环境整治提升,需要国家政策引导和资源投入,更需要动员农民广泛参与。基于过程研究思路和认同分析视角,通过云南A市农村人居环境整治行动案例分析发现,政府动员是一个连续的动态互动过程,地方政府通过仪式性动员、示范性动员、激励性动员以及协商性动员等动员机制,逐步实现从政府到乡村、从党员到群众、从干部到农民的组织动员。农民文化认同、政治认同的整合和塑造,构成政府动员实现的内在逻辑。政府实现有效动员,需要将国家治理目标与农民预期诉求相统一,将动员过程与村庄集体利益、农民日常生产生活相统一。Improving the rural living environment requires not only national policy guidance and resource investment,but also extensive participation from farmers.Based on a process research approach,this paper makes an identity analysis by examining the mechanisms and implementation logic of government mobilization through a case study of City A’s rural living environment improvement actions in Yunnan Province.The study finds that government mobilization is a continuous and interactive process.Through ceremonial mobilization,demonstrative mobilization,incentive mobilization,and consultative mobilization,local governments achieve organization and mobilization from the government to the villages,from party members to the masses,and from officials to farmers.The integration and shaping of farmers’cultural and political identities constitute the underlying logic of government mobilization.To achieve truly effective government mobilization,it is necessary to align national governance goals with farmers’expectations,to integrate the mobilization process with village collective interests and the daily production and life of farmers.
