绿色生态城区实施保障机制及实践研究——以青岛上合示范区为例

摘　　要：“双碳”背景下,我国深度参与全球气候课题研究活动,利用优化产业结构、整合能源优势、增强节能效益、实现碳市场发展、提高森林碳汇等手段,取得很不错的成绩,但同时在城市转型发展中也面临着一系列严峻的挑战。本文对青岛上合示范区的规划实施管理阶段、土地出让开发阶段、实施监督管理阶段、配套政策等方面进行绿色生态城区保障机制进行研究,旨在通过研究从多维度良性促进绿色生态城区发展,促使绿色生态城区的高效创建,为最终完成“碳中和”任务提供支持。Under the background of“dual carbon”,China has deeply participated in global climate research activities,and obtained very good results by optimizing industrial structure,integrating energy advantages,enhancing energy efficiency,realizing carbon market development,and improving forest carbon sink,but at the same time,it also faces a series of severe challenges in urban transformation and development.This paper studied the guarantee mechanism of green ecological urban area in the planning and implementation management stage,land transfer and development stage,implementation supervision and management stage,supporting policies and other aspects of Qingdao Shanghai Cooperation Demonstration Zone,aiming to promote the development of green ecological urban area from a multi-dimensional perspective,promote the efficient creation of green ecological urban area,and provide support for thefinal completion of the task of“carbon neutrality”.
