我国苏维埃工农检察机关的历史意蕴与时代价值

摘　　要：我国苏维埃工农检察机关的历史贡献不可磨灭,历史经验值得总结。我国苏维埃工农检察制度迥异于历史上的其他监督制度,具有极其鲜明的人民性,带有浓厚的全过程人民民主色彩。它是列宁社会主义监督思想的直接产物,但又由于极为复杂的历史原因,并未在创设之始就按照列宁的设想与党的监察机关合署运行,而是经过一段时间的探索、实践与磨合,才得以逐步完善。从其主要任务、组织形式、工作方式和法律地位来看,我国苏维埃工农检察机关虽然承担了一定的检察职能,但它并非作为法律监督机关和司法机关的检察机关,而是苏维埃政权之下的行政机关、纪律监督机关和反腐败机关。苏维埃工农检察机关的宝贵经验,对于新时代新征程上用好人民监督与自我革命两个答案,跳出治乱兴衰历史周期率,仍然具有十分重要的时代价值。The historical contribution of Chines Soviet Workers and Peasants Supervisory Organs is indelible,and their historical experience is worth summarizing.The system of Chines Soviet Workers and Peasants Supervisory Organs is completely different from other supervisory systems in the history,with extremely distinct people-oriented characteristics and a strong color of people's democracy throughout the entire process.It is a direct product of Lenin's socialist supervisory ideology,but due to extremely complex historical reasons,it was not co-operated with the Partys supervisory organs according to Lenin's ideas at the beginning of its establishment.Instead,the cooperation was gradually improved after a period of exploration,practice,and running-in.From the perspective of their main tasks,organizational form,working methods,and legal status,although Chines Soviet Workers and Peasants Supervisory Organs have undertaken certain procuratorial functions,they are not the procuratorial organs for legal supervision and judicial reviews,but administrative organs,disciplinary supervision organs,and anti-corruption organs under the Soviet regime.The valuable experiences of the Soviet Workers and Peasants Supervisory Organs still hold significant historical values for answering the two questions of people's supervision and self-revolution in the new era and new journey for jumping out of the historical cycle rate of the rise and fall of chaos.
