国土空间规划背景下的城市体检评估探讨——以东明县为例

摘　　要：在新时期国土空间规划背景下,城市体检评估成为评估国土空间规划实施效果的关键标准。本研究旨在利用城市体检评估提高城市空间治理能力,促进国土空间规划的有效实施。以东明县为案例,基于6个维度构建评估指标体系,重点探讨年度规划实施的关键变量和核心任务。通过城市体检评估,揭示了评估工作的原则、组织流程及评估内容的核心理念和要素。结果表明:东明县在战略定位、底线管控和实施保障等方面表现突出,国土空间规划实施总体良好。指出了空间布局仍需优化,市政基础设施和综合交通等支撑体系的城市建设方面亦需加强和完善。通过评估分析,建议制定明确的指标统计口径、常态化统计机制,以助于精准定位国土空间治理和空间布局中存在的问题,不断完善国土空间规划编制和实施,推动城市高质量发展。In the context of the new era of territorial spatial planning,the city examination and evaluation serve as crucial tools for evaluating the effectiveness of such planning.The objective is to enhance city spatial governance capabilities,thereby promoting the effective implementation of territorial spatial planning.This paper takes Dongming County as a case and constructs an evaluation indicator system based on six dimensions,focusing on the key variables and core tasks of annual planning implementation.Through city examination and evaluation,this paper reveals the core concepts and elements of the evaluation work principles,organizational processes,and evaluation content.The results show that Dongming County has outstanding performance in strategic positioning,bottom-line control and implementation guarantee,and the overall implementation of city spatial planning is good.However,the spatial layout still needs to be optimized,and the city construction aspects of supporting systems such as municipal infrastructure and comprehensive transportation also need to be strengthened and improved.Based on the analysis,it is recommended that relevant departments in Dongming County establish clear statistical standards and set up a regular statistical mechanism.This will help to accurately identify issues within territorial spatial governance and spatial layout,continuously improve the drafting and implementation of territorial spatial planning and promote high-quality city development.
