摘  要:再制造是实现循环经济和绿色发展的重要途径和有效手段。现今我国再制造产业仍存在诸多问题,急需突破瓶颈。以全国第一个再制造产业基地为研究对象,通过精细化调研,运用模糊层次分析法(FAHP)结合专家评估法,从政府、企业、行业协会、群众等角度构建了影响再制造产业发展的因素模型,从中剖析当前存在的主要问题,发现“标准和细则”、“技术、设备和人员”是影响当前工程机械再制造发展最为重要的两个因素。建议政府和企业优先制定详细合理、可执行的标准体系和制定合理的税收、补贴政策,以有效解决再制造产业发展面临的主要问题。Remanufacturing is an important way and effective means to realize the circular economy and the green development.There are still many problems in China’s remanufacturing industry and it is urgent to break through the bottleneck.The first re⁃manufacturing industrial base in China is taken as the research object.Through in-depth research,using fuzzy analytic hierar⁃chy process combined with expert evaluation method,the influencing factors of the development of the remanufacturing industry are constructed from the perspectives of the government,enterprises,industry associations and the masses,and the main problems that currently exist are analyzed.It is found that"standards and detailed rules"and"technology,equipment and personnel"are the two most important factors affecting the development of remanufacturing of construction machinery.It is suggested that the government and enterprises should give priority to the formulation of detailed,reasonable and executable standard system and the formulation of reasonable tax and subsidy policies,so as to effectively solve the main problems faced by the development of the remanufacturing industry.
