特色小镇特色形成:一个现实案例

摘　　要：形成和打造特色产业,建设具有差异化竞争力的特色小镇,是推动乡村振兴的重要途径。现实中,部分特色小镇强行打造“特色”,引发了产业定位雷同、重复建设严重等问题。通过对河南省南阳市镇平县石佛寺镇玉石产业开展田野调查,运用质性研究中的扎根理论,在深度访谈的基础上进行三级逻辑性编码,本文建构了一个“产业个性特征—技术普适化转变—产业共性能力”的分析框架。运用该框架进行研究发现:特色产业的形成和壮大,既要依靠异质性的技术和资源,也要推动这些技术和资源的普适化转变。政府可以通过建设共性技术平台,促进特色产业的纵向分工深化、横向分工广化、代际分工优化和配套分工综合化。在此基础上,利用国内市场的规模优势,塑造既具有个性特征又拥有共性能力的特色产业,进而为乡村振兴提供强劲动力。It is an important way to promote rural revitalization by forming and building characteristic industries and building characteristic towns with differentiated competitiveness.In reality,some characteristic towns forcibly create“characteristics”,which has caused problems such as similar industrial positioning and serious duplicate construction.Based on the fieldwork of the jade industry in Shifosi Town,Zhenping County,Nanyang City,Henan Province,using the grounded theory in qualitative research,and conducting three-level logical coding on the basis of in-depth interviews,this paper constructs an analytical framework of“industrial personality characteristics—technological universalization transformation—industrial commonality ability”.Using this framework,it is found that the formation and growth of characteristic industries should not only rely on heterogeneous technologies and resources,but also need the“universalization”transformation of these technologies and resources.The government can promote the deepening of the vertical division of labor,the broadening of the horizontal division of labor,the optimization of the intergenerational division of labor,and the integration of supporting division of labor in characteristic industries through the construction of common technology platforms.On this basis,we should take advantage of the scale of the domestic market,and shape“distinctive”industries with both individual characteristics and common capabilities,so as to provide a strong impetus for rural revitalization.
