数据生产要素驱动新质生产力跃升的机理与规律研究——基于马克思主义政治经济学视角

摘　　要：数据作为一种新型生产要素,正在驱动生产力发生革命性变革。为突破传统要素理论对数据禀赋特征的局限性认知,丰富对新质生产力、新型生产关系演化图景的理论把握,彰显理论创新与实践指导的有机统一,立足马克思主义政治经济学,对数据生产要素驱动新质生产力跃升的内在机理与基本规律展开理论探究,发现数据要素以其非物质性、非稀缺性、非线性增长等变革性禀赋,推动生产力构成要素优化重组,引致生产方式、生产组织与生产效率的系统性变革,带来生产力发展质态的系统跃升。进一步剖析数据赋能生产方式重塑、要素配置优化、创新模式变革的作用机制,发现新质生产力的跃升式发展对生产关系形成革命性影响,亟需顺应新质生产力变革客观要求,加快推进数字生产关系的系统性重构,着力构建数据要素市场化配置新机制、健全与数字经济发展相适应的收入分配制度,完善数字时代国家治理新模式。Data,as a new type of production factor,is driving a revolutionary transformation in productivity.To break through the limitations of traditional factor theory in recognizing the characteristics of data endowment,enrich the theoretical grasp of the evolution of new quality productivity and new type of production relations,highlight the organic unity of theoretical innovation and practical guidance,and based on Marxist political economy,this paper carries out a theoretical exploration of the internal mechanism and basic laws of how the data production factor drives the leap of new quality productivity.It is found that the data factor,with its non-materiality,non-scarcity,and non-linear growth,and other revolutionary endowments,promotes the optimization and reorganization of the elements of productivity,leading to a systematic change in the mode of production,production organization,and production efficiency,and bringing about a systematic leap in the quality of productivity development.Further analysis of the mechanism by which data empowers the reshaping of production methods,optimization of factor allocation,and transformation of innovation models reveals that the leapfrog development of new quality productivity has a revolutionary impact on production relations.It is urgent to adapt to the objective requirements of the transformation of new quality productivity,accelerate the systematic reconstruction of digital production relations,focus on building a new mechanism for the market-oriented allocation of data factors,improve the income distribution system adapted to the development of the digital economy,and perfect the new model of national governance in the digital era.
