摘　　要：2024年3月30日,北京大学信息管理系举办第四届中国图书馆馆长高级论坛暨阅读推广人与馆长对话论坛。24位专家围绕会议主题“社区图书馆与全民阅读推广服务体系建设”开展深入讨论,本文综述了主要观点。在“图书馆专业能力与图书馆体系化发展”议题下,与会者指出需要从融合发展能力、地方资源建设能力、专业化阅读推广能力、人才队伍建设能力、标准化建设能力五个方面提升图书馆专业能力;全民阅读推广服务体系的建设布局可以借鉴较为成熟的图书馆体系化建设经验;以体系化的发展势头为引领,推动图书馆事业向更高层次的专业化发展迈进。在“社区图书馆融合发展路径”议题下,与会者指出需要明确社区图书馆定位,服务用户需求;做到从社区建设向社群建设的转化,鼓励中心馆和总馆开发“工具包”用于社区图书馆建设。在“覆盖城乡的全民阅读推广服务体系建设理论与实践”议题下,与会者从阅读推广执行主体、服务对象、内容建设、推广渠道、效果评估等方面分享了丰富的经验。未来的工作重点是制定面向社区图书馆应用场景的服务实操手册与工具包,联合学界、业界建设新的研究集群。参考文献9。The Department of Information Management at Peking University hosted the Fourth Senior Forum of Chinese Library Directors and the Dialogue Forum between Reading Promoters and Library Directors on March 30,2024. Twenty-four experts from LIS academia and the library industry engaged in in-depth discussions around the theme “community libraries and the construction of nationwide reading promotion service system”. This paper summarizes the main viewpoints of the experts presented at the forum. Under the topic “professional competence and systematic development of libraries”,library directors point out that the professional competence of libraries can be enhanced in five areas: integrated development capability, local resource construction capability, professional reading promotion capability, professional team building capability, and standardization construction capability. The construction of a nationwide reading promotion service system is suggested to leverage the existing public library service system. This will facilitate the systematic construction of reading infrastructure and, consequently, the establishment of a reading promotion service system. Experts highlight that, while systematization is advancing rapidly, professionalization lags behind. The tension between the two can drive professional development. The library industry should use the systematization process to re-evaluate roles, integrate professionalization, and innovate to meet new societal demands, thereby improving overall library services. Regarding the topic “integrated development of community libraries”,researchers point out the need to clarify the positioning of community libraries and to shift focus from geographical areas to identity communities. Researchers recommend that central or main libraries develop “toolkits” for community libraries. These toolkits, containing replicable resources and activity plans, will provide standardized guidance and support to community libraries. In the discussion on “theory and practice
