摘　　要：构建善的共同体,既需要政治精英承担起责任,也需要民众自觉负起义务。然而,学界对民众在多大程度上接受政治义务尚无专门而系统的实证考察,这与民众政治义务观概念讨论的不充分与量表缺失有关。民众政治义务观作为民众对是否应接纳服从普遍性政治规则、参与公共事务以及包容共同体内其他成员等基本义务的倾向性选择,呈现为政治规则取向、政治参与取向以及社会包容取向的三维框架。依此设计测量工具,采集两类问卷数据,经量化方法提纯,可以开发一个立足本土、可与国际对话、兼具理论基础与经验基础的民众政治义务观量表。To build a goodness⁃oriented community,political elites need to bear responsibility,and the public also needs to consciously fulfill their obligations.However,there is no special and systematic empirical research on how much the public accepts political obligations,which is related to the insufficient discussion and lack of scales in this concept.Based on the review of relevant political philosophy research,this paper defines the operational concept of the public's view of political obligation,arguing that it refers to the people's preference choice on whether they should accept the basic obliga⁃tions of obeying universal political rules,participating in public affairs,and accommodating other members of the communi⁃ty,which is presented as a three⁃dimensional framework of political rule orientation,political participation orientation,and social inclusion orientation.Based on this,we have designed measurement tools,collected two types of questionnaire data,and developed a scale for the public's political obligation perspective based on local conditions,international dialogue,as well as theoretical and empirical practices through quantitative methods.
