摘　　要：依照领导权-治理权的分析框架,改革开放以来的机构改革被分为三个波段。从第一波经第二波到第三波,三波机构改革演进的历史轨迹是党的领导权与治理权从“分”到“统”的钟摆过程。作为第一波机构改革的逻辑,党政分开之所以退出历史舞台,是因为其与领导权逻辑的深刻对立;第二波机构改革以政府职能转变为导向,其与党的领导权的强化共同为走向第三波机构改革铺平了道路;走向党的全面领导是以国家治理体系和治理能力现代化为目标的第三波机构改革的根本特征。党的领导权支配一切的逻辑是理解改革开放以来三波机构改革中钟摆现象的基本命题。According to the analytical framework of leading power-governance power,institutional reform since the Reform and Opening-Up has been divided into three waves.The historical trajectory of the evolution of the three waves of institutional reform is the pendulum process of the Party's leadership and governance power from"separation"to"unification".As the logic of the first wave of institutional reform,the reason why the separation of Party and government has exited the historical stage is due to its profound opposition to the logic of leadership.The second wave of institutional reform is guided by the transforming government functions and strengthening of the Party's leadership,together paved the way for the third wave of institutional reform.The fundamental characteristic of the third wave of institutional reform aimed at modernizing China's system and capacity for governance is to move towards the comprehensive leadership of the Party.The logic of the Party's leadership is the fundamental proposition for understanding the pendulum phenomenon in the three waves of institutional reform since the Reform and Opening-Up.
