数字基建对城乡基本公共服务均等化的影响研究——来自“宽带中国”准自然实验的证据

摘　　要：实现城乡基本公共服务均等化是解决我国发展不平衡不充分问题的重要举措,是扎实推进共同富裕的关键抓手,当前快速发展的数字基建已成为促进基本公共服务均等化的新引擎。以“宽带中国”示范城市创建政策为准自然实验,选取我国2011—2020年地级以上城市面板数据为研究样本,采用双重差分法实证检验数字基建对城乡基本公共服务均等化的影响及作用机制。研究结果表明:数字基础设施的建设与应用有效促进了城乡基本公共服务均等化,该结论经稳健性检验后依然成立;数字基建对我国中部地级市、传统基建较好地级市、高城镇化水平地级市的城乡基本公共服务均等化驱动效应更强。机制检验进一步表明,数字基础设施的建设与应用通过提升基本公共服务供给效率、缓解财政支出城市偏向、加速乡—城人口流动促进城乡基本公共服务均等化。基于此,提出加快数字基础设施建设与应用、加大农村基本公共服务供给力度、推进新型城镇化建设等政策建议。Equalization of basic public services in urban and rural areas is an important measure to solve the problem of unbalanced and inadequate development in China,and a key starting point to solidly promote common prosperity.The current rapid development of digital infrastructure has become a new engine to promote the equalization of basic public services.Taking the pilot policy o“f Broadband China”as a natural experiment,the panel data of prefecture-level cities in China from 2011 to 2020 are selected as research samples,and the differential differential method is used to empirically test the impact and mechanism of digital infrastructure on the equalization of basic public services in urban and rural areas.The results show that the construction and application of digital infrastructure effectively promote the equalization of basic public services in urban and rural areas,and it is still valid after the robustness test;digital infrastructure has a stronger driving effect on the equalization of urban and rural basic public services in prefecture-level cities in central China,prefecture-level cities with better traditional infrastructure and prefecture-level cities with high urbanization level.The mechanism test further shows that the construction and application of digital infrastructure promotes the equalization of basic public services in urban and rural areas by improving the supply efficiency of basic public services,easing the urban bias of fiscal expenditure,and accelerating rural-urban population flow.Based on this,this article puts forward policy suggestions such as accelerating the construction and application of digital infrastructure,increasing the supply of basic public services in rural areas,and promoting the construction of new urbanization.
