摘　　要：深刻领会中央的战略意图,认清当前形势,准确把握概念内涵,纠正认识误区是因地制宜发展新质生产力的基本要求。现阶段,我国国情特点决定了各地区必须走因地制宜发展新质生产力的道路。从现实逻辑、历史逻辑和理论逻辑看,因地制宜发展新质生产力就是要根据各地的客观条件,发挥各自比较优势,形成有效的地区分工,推动科技创新向产业创新转化,形成高质量发展的新动能,进而塑造区域竞争新优势。各地要寻找发展新质生产力的突破口和结合点,着力推进区域创新体系建设,促进高端要素集聚和优化配置,改造升级传统产业,发展新兴产业和未来产业。为避免一哄而上和低水平、同质化发展新质生产力,中央和地方政府要针对当前问题和未来可能,精准施策,精准发力,努力为因地制宜发展新质生产力提供有力高效的政策保障。The basic requirements for developing new quality productive forces according to local conditions are to accurately grasp the strategic intention of the central government and the current situation,and correct the concept connotation.At the current stage,the characteristics of China’s national conditions dictate that all regions must embark on a path of developing new-type productivity tailored to local conditions.In view of the logic of reality,history and theory,developing new quality productive forces according to local conditions means that in accordance with the objective conditions of each region,we should give play to their comparative advantages,form an effective division of labor,promote the transformation of scientific and technological innovation into industrial innovation,form new drivers of high-quality development,and thus create new advantages in regional competition.All localities should seek breakthroughs and junctions in the development of new quality productive forces,promote the construction of regional innovation systems,promote the agglomeration and optimal allocation of high-end factors of production,transform and upgrade traditional industries and develop emerging and future industries.In order to avoid a surge in the development of new quality productivity at a low level and homogenization,the central and local governments should adopt precise policies and exert precise efforts in view of current problems and future possibilities,and strive to provide effective and efficient policy guarantees for the development of new quality productive forces according to local conditions.
