水管家模式在市县水利项目建设中的思考与实践

摘　　要：针对当前部分市县水利项目建设过程中存在的地方财政压力大,专业技术力量不足等问题,厘清水管家模式的定义、特点、建设模式以及“水管家”与当地政府之间的职责关系。以安徽省六安市为例,说明水管家模式在地方建设的步骤和成效。实践表明:该模式可有效整合地方存量资源和社会资本,提升当地水利工程建设的专业化水平,并带动区域产业经济协同发展。水管家模式可成为地方水利项目投建运管的一种新模式。This article introduces the definition,characteristics,construction mode,and the responsibility relationship between“water-housekeeper”and the local government in response to the problems of high local financial pressure and insufficient professional and technical strength in the construction process of water network projects in some counties.Taking Lu'an City,Anhui Province as an example,it explains the steps and effectiveness of the water-housekeeper mode in local construction.During the practical process,this mode has shown that it can effectively integrate local existing resources and social capital,also enhance the professional level of local water conservancy engineering construction,and drive the coordinated development of regional industrial economy.The water-housekeeper mode can become a new mode for the investment,construction,and operation management of local water conservancy projects.
