三门县东部灌区“先建机制,后建工程”改革实践与思考

摘　　要：“先建机制,后建工程”是提升水利工程建管水平、适应新发展形势的先进改革理念。灌区作为保障粮食安全的压舱石、全面推进乡村振兴的主阵地,通过引入此理念,对统筹建设管护,推进长效运行具有重要意义。以三门县东部灌区新建项目为例,在分析灌区发展现状、机制建立及发展需求基础上,聚焦水资源格局优化配置,剖析灌区建设资金筹集、运行管护体制机制建立、长效运维经费保障等主要问题,据此阐述机制建立的主要做法和预期成效:探索灌区建设投融资模式,以资产包收益潜力作为信用资产取得银行贷款授信16亿元;以深化农业水价综合改革为抓手,建立专管机构,深化“四项机制”,筑牢灌区运行管理根基;建立灌区农业水权跨行业交易机制,通过农业节水量转让估测水权收益887万元/a,作为灌区运维经费;实现灌区建设有资金、管理有制度、发展有保障长效运行新格局。“Establishing Mechanism before Project Construction”is an advanced reform concept to improve the construction and management level of water conservancy projects and adapt to the new development situation.As the ballast stone to ensure food security and the main position to promote rural revitalization in an all-round way,the irrigation area is of great significance to the overall construction,management and protection and the long-term operation by introducing the“this concept”.Taking the new project in the eastern irrigation area of Sanmen County as an example,based on the analysis of the current situation,mechanism establishment and development needs of the irrigation area project,this paper focuses on the optimal allocation of water resources pattern,analyzes the main problems such as the fund raising of irrigation area construction,the establishment of operation and management system and mechanism,and the guarantee of long-term operation and maintenance funds,and expounds the main practices and expected results of mechanism construction.It explores the investment and financing mode of irrigation area construction,taking the potential of asset package income as credit asset to obtain bank loan credit of 1.6 billion yuan;in order to deepen the comprehensive reform of agricultural water price as the starting point,it will establish a special agency,deepen the“four mechanisms”,and build a solid foundation for the operation and management of irrigation areas;it will establish a cross-industry trading mechanism for agricultural water rights in the irrigation area,and estimate the water rights income of 8.87 million yuan/year through the transfer of agricultural water saving,as the operation and maintenance funds of the irrigation area;it willrealize the new pattern of long-term operation of irrigation area management system,construction funds and development guarantee.
