摘 要:城市应急物流系统建设对提升城市应急管理治理能力具有重要意义。运用韧性城市治理理念对城市应急物流的概念及内涵进行系统分析,可以发现:城市应急物流系统韧性是静态城市应急物流能力和动态持续变革改进过程的组合,其内涵涉及城市应急物流系统的工程韧性、生态韧性和演进韧性,更多表现为子系统之间相互耦合嵌套的结构化整体韧性。城市应急物流系统韧性的构建目标是在突发事件冲击背景下降低应急物流系统损坏程度并提升其恢复速度。风险因素、城市系统状态和城市应急管理能力对城市应急物流系统韧性存在直接影响,构建城市应急物流系统韧性需重视城市应急管理建设机制创新、保障城市应急物流系统物质基础、促进城市应急物流系统多主体协同共建。The construction of urban emergency logistics systems is highly significant for enhancing the capabilities of urban emergency management and governance.A systematic analysis of the concept and connotation of urban emergency logistics using the concept of resilient urban governance reveals that the resilience of urban emergency logistics systems is a combination of static urban emergency logistics capabilities and dynamic continuous change and improvement processes.Its connotation involves the engineering resilience,ecological resilience,and evolutionary resilience of urban emergency logistics systems,and this resilience is more manifested as a structured overall resilience that is coupled and nested between subsystems.The goal of building resilience in urban emergency logistics systems is to reduce the degree of damage to the emergency logistics system and improve its recovery speed in the context of sudden events.Risk factors,urban system status,and urban emergency management capabilities have a direct impact on the resilience of urban emergency logistics systems.Building the resilience of urban emergency logistics systems requires attention to innovative mechanisms for urban emergency management construction,ensuring the material foundation of urban emergency logistics systems,and promoting multi-party collaborative construction of urban emergency logistics systems.
