摘 要:皇甫川是黄河中上游暴雨高发区,为了切实提高皇甫川防洪能力,基于流域概况和历史洪灾情况,在分析洪水特性和防洪现状的基础上,根据近年来流域汛情暴露的防洪薄弱环节和经济社会发展对防洪的新要求,对皇甫川防洪体系规划进行了探讨,提出规划以涉及城镇和能源基地河段为重点,建设堤防、护岸及护脚相结合的“固岸、护滩”防洪工程体系和非工程措施,为黄土高原河流流域防洪规划建设提供了借鉴。Huangfuchuan watershed is a high incidence area of rainstorm in the middle and upper reaches of the Yellow River.In order to effectively improve the flood control capacity of Huangfuchuan watershed,based on the general situation of the river basin and historical flood disasters,and the analysis of flood characteristics and flood control status,according to the weak links of flood control exposed by the flood situation in the river basin in recent years and the new requirements of economic and social development for flood control,the planning of the flood control system of Huangfuchuan was discussed.It was proposed that the planning should focus on the river sections involving towns and energy bases,and constructs the"bank strengthening and beach protection"flood control engineering system and non-engineering measures combining levees,bank revetment and banket,which provides a reference for the flood control planning and construction of river basins in the Loess Plateau.
