摘　　要：人口高质量发展是积极应对当前我国人口发展新常态与经济社会发展协同效应不足的破局之策。尤其是面对人口老龄化持续加深和脆弱人群规模逐步扩大的现实矛盾,健康素质提升相比于其他人口素质进展具有更加迫切的现实需求。立足于人口高质量发展的核心目标,从理论、现实和应用层面系统阐释健康素质作为人口整体素质的基础要素如何支撑和促进人口与经济社会发展相协调,缓解当前人口转变与经济社会可持续发展之间的潜在矛盾。一是从理论和经验层面,基于人口红利理论来探讨健康、人口红利和经济社会发展之间的关系;二是从现实层面,分析影响我国人口高质量发展及其与经济社会发展相协调的健康风险与挑战;三是从应用层面,提出增进人口健康资本,以支撑人口高质量发展、协同人口与经济社会可持续发展的对策建议。研究提出,必须将人口健康素质摆在人口高质量发展的战略优先位置,既要完善与社会主义现代化和人口高质量发展需求相适应的卫生健康服务体系、优化资源配置、加强对重大疾病和健康危险因素的防控、增强人群健康风险抵御能力,也要提升人口健康素质、系统性延长个体的健康生产时间、提高整体劳动力生产效率,从而缓解人口发展新形势和经济社会可持续之间的潜在矛盾,实现中国式现代化目标。High-quality population development is a solution to the current situation of insufficient coordination between the new normal of population development and socio-economic development in China.In particular,in the face of the real contradiction of the deepening of population aging and the gradual expansion of the size of vulnerable groups,the improvement of health quality has a more urgent practical need than other population quality progress.Based on the core goal of high-quality population development,this paper systematically explains how health quality,as the basic element of the overall quality of the population,supports and promotes the coordination between population and socio-economic development,and alleviates the potential contradiction between the current population transition and sustainable socio-economic development from the theoretical,practical and application levels.Firstly,from the theoretical and empirical level,based on the demographic dividend theory,the relationship between health,demographic dividend and socio-economic development is explored.Secondly,from the practical level,the health risks and challenges that affect the high-quality development of China’s population and its coordination with socio-economic development are analyzed;Thirdly,from the application level,countermeasures and suggestions are proposed to enhance population health capital to support the high-quality population development and coordinate population and socio-economic sustainable development.The study suggests that the health quality of the population must be placed at a strategic priority in the high-quality development of the population.It is necessary to improve a health service system that is compatible with the needs of socialist modernization and high-quality population development,optimize resource allocation,strengthen the prevention and control of major diseases and health risk factors and enhance the population’s ability to resist health risks,and it is also necessary to improve the health quality of t
