摘　　要：乡村治理现代化是国家治理现代化的重要组成部分,也是实现乡村振兴的基石。村民自治作为乡村治理现代化的实践产物,是乡村全过程人民民主的制度创新。村民的广泛参与要求、乡村社会结构矛盾转变以及国家与基层协同推动构成了乡村全过程人民民主制度创新的基本逻辑。在实践过程中,乡村自治存在功能悬浮化、实施形式化、发展非均衡化、“微”腐败凸显化、嵌入待融合化等现实张力,使得乡村全过程人民民主面临着挑战。今后需要从完善村民自治制度体系,协调民主选举、民主协商、民主决策、民主管理、民主监督发展,加强正式制度与乡规民约耦合,优化乡村社会的人文环境等方面完善村民自治,以促进乡村基层全过程人民民主的发展。The modernization of rural governance is a crucial component of national governance modernization and the cornerstone for achieving rural revitalization.As a practical outcome of rural governance modernization,villager autonomy represents an institutional innovation of people's democracy throughout the rural process.The extensive participation of villagers,the inevitable changes in rural social structures,and the synergistic promotion between the state and grassroots levels constitute the fundamental logic of this institutional innovation.However,in practice,the autonomy of rural villages is faced with various challenges,including the suspension of functional roles,the formalization of implementation,uneven development,the prominence of“micro-corruption”,and the need for better integration.These real-world tensions pose challenges to people's democracy throughout the rural process.In the future,it is imperative to improve the system of villager autonomy by refining the institutional framework,coordinating democratic elections,consultations,decision-making,management,and supervision,enhancing the integration of formal systems with local customs and conventions,and optimizing the humanistic environment in rural societies.These efforts will contribute to advancing people's democracy throughout the rural grassroots process.
