摘 要:文章以聊城市水域情况为典范,论述了实施污染物排放限额制度的重要性,阐明确立各水域污染容量控制界限的主旨及其要点,评估了该市各水功能区的水质现状。基于污染负荷评估的标准和流程,确定了各个水功能区的纳污能力,计算出它们在特定年份的污染物总承载量,并对聊城市各水功能区的环境承载力状况进行了深入分析。最后,就实行污染物总量控制提出建议措施。The importance of implementing the pollutant discharge quota system is discussed in detail,and the gist and key points of establishing the pollution capacity control limit of each water area are expounded in this paper.Taking the water area of Liaocheng City as a model,this paper evaluated the water quality status of each water functional area in the city,determined the pollution carrying capacity of each water functional area based on the standards and procedures of pollution load assessment,calculated their total pollutant bearing capacity in a specific year,and conducted an in-depth analysis of the environmental carrying capacity of each water functional area in Liaocheng City.Finally,suggestions and measures to control the total amount of pollutants are put forward.
