摘　　要：近年来,互联网、大数据以及人工智能等为代表的数字经济高速发展,正在改变和重组全球要素资源与技术资源,日益改变着全球竞争格局。数字经济已经成为引领当下经济发展的重要引擎,是新经济成长的新质生产力。数字经济所发生和将发生的全面性变革影响,其深刻性还表现在当下人们将处于“数字化的生存”状态,从而进入人类数字文明时代。与野蛮相对应的“文明”概念,是一个在涵盖范围上多层级的概念,“人类文明”是这一概念的最高级别的文明概念,而次一级的文明概念为不同社会形态的文明概念,在社会主义条件下,数字文明则从属于人类文明新形态之下的文明概念,体现着社会主义文明的本质属性。同时,由于数字经济是一个全球性的经济现象,因此在社会主义条件下的数字文明有着超越具体政治边界而具有当代全球意义。我们要以全人类共同价值建构数字人类命运共同体,将数字经济造福于世界各国人民。In recent years,the rapid development of the digital economy represented by the Internet,big data,and artificial intelligence is becoming a key force in restructuring global element and technology resources and changing the global competitive landscape.The digital economy has become an important engine leading the current economic development and a new quality productivity for the growth of the new economy.The profound impact of the comprehensive changes that have occurred and will occur in the digital economy is also reflected in the fact that people today will be in a state of“digital survival”,thus entering the era of human digital civilization.The concept of“civilization”opposites to barbarism and is a multi-level concept in terms of coverage.“Human civilization”is the highest level of civilization,while the second level of civilization concept refers to different social forms.Based on socialist conditions,digital civilization belongs to the civilization concept subordinated to the new form of human civilization,reflecting the essential attributes of socialist civilization.Meanwhile,since the digital economy is a global economic phenomenon,digital civilization based on socialist conditions has contemporary global significance beyond specific political boundaries.We must construct a digital community with a shared future for mankind based on the common values of all mankind,and bring the benefits of the digital economy to people around the world.
